During the building phase of the conversion process, the design frameworks for the selected small schools evolve into comprehensive school plans.

The outcome of the building phase is tospecify all operational and program components of the small schools.

The key task to accomplish this outcome is to draft detailed specifications for the following small school components:

  • Governance
  • Staffing
  • Curriculum
  • Instruction
  • Student assessment & evaluation
  • Schedules
  • Budgets
  • Space
  • Student recruitment

The key participants during the building phase are the principal, Change Coordinator, Leadership Teams, Design Teams, and ad hoc committees. The Leadership and Design Teams translate the descriptive frameworks developed in the design phase into detailed, comprehensive plans to operationalize the schools. Ad hoc committees play an important role by conducting research and analyzing information to help inform the comprehensive plans.
